The Shinigami Eyes enable the one with them to see the real name and remaining lifespan of the person they are currently looking at. It is required for humans with the Eyes that the face of the victim is visible, otherwise the name and remaining lifespan will not be shown. Therefore, if a human with the Eyes is looking at the back of the head, the body, or at the front of the head but the face is covered, the name and life span will not be visible.
Ryuk is looking at Light with the Shinigami Eyes, revealing Light's real name and remaining lifespan (in Shinigami time).However, if the face is partially covered, it might still be possible to see the name and remaining lifespan. The most important aspect are the eyes of the person they're looking at. If the eyes are covered, the name and remaining lifespan will not be visible. For example, if a person's eyes are blocked by something, while the bottom part of the face (cheeks, nose, mouth, chin) are visible, the name and remaining lifespan will not be shown. However, might the entire face be visible, but the person is wearing sunglasses, the name and remaining lifespan will be visible.
The Eyes will only work when looking at genuine images of a face. In other words, it only works when either looking directly into someone's face, through a window, in the mirror, on TV, on a photograph, etc., since they capture real life. A drawing cannot be considered genuine, no matter how accurate the image is.
While the Eyes are portrayed as being red in the anime, Shinigami Eyes look just like normal human eyes to other humans, and there is no way for another human to determine whether someone has the Eyes or not. The Eyes are red in the anime simply to clarify when someone has them.
